Go to Public Safety HQ
Travel to the Public Safety Headquarters building. This is the main hub area in Devil Hunter.
Exit Through the Main Door
Walk out of the Public Safety HQ through the main entrance door.
Turn RIGHT
Immediately after exiting, turn RIGHT. Do not go left or straight ahead.
Find the Bench
Look for a bench nearby. Dorian Graves will be sitting or standing near this bench.
Talk to Dorian Graves
Interact with Dorian Graves and complete his request. After this, the Black Market will be unlocked in your phone menu.
